เน้นบทบาทของฮ่องกงในการเป็นศูนย์กลางการขนส่งในภูมิภาค

การประชุมด้านโลจิสติกส์และการขนส่งทางทะเลแห่งเอเซีย ครั้งที่ 4 (ALMC) เปิดฉากแล้ววันนี้ที่ศูนย์การประชุมและแสดงสินค้าฮ่องกง มีผู้นำทางธุรกิจกว่า 1600 รายจากกว่า 30 ประเทศทั่วโลกและในภูมิภาคเข้าร่วม   การประชุมซึ่งจัดขึ้นสองวันจะมีผู้ประกอบการกว่า 50 รายมาพูดคุยกันถึงความท้าทายและโอกาสที่เผชิญในด้านโลจิสติกส์และการขนส่งทางทะเล

โดยความร่วมมือระหว่างกรมพัฒนาการค้าฮ่องกง (HKTDC) และเขตปกครองพิเศษฮ่องกง การประชุมALMC ถือเป็นงานที่ยิ่งใหญ่ที่สุดในภูมิภาคเอเชีย ที่ย้ำภาพศูนย์กลางด้านโลจิสติกส์และการขนส่งของฮ่องกง

ในพิธีเปิดช่วงเช้า ผู้ว่าการฮ่องกง CY Leung กล่าวถึง บทบาทสำคัญในอุตสาหกรรมการชนส่งของฮ่องกงที่มีต่อการพัฒนาโดยรวมของจีน

“แผนพัฒนา 5 ปี ฉบับที่ 12 ของจีน ช่วยส่งเสริมภาพของฮ่องกงให้เป็นศูนย์กลางด้านการเดินเรือระหว่างประเทศ” นายเหลียงกล่าว ท่าเรือฮ่องกงยังคงเป็นท่าเรือที่พลุกพล่านที่สุดในโลก และเรือที่จดทะเบียนของฮ่องกงก็ใหญ่เป็นอันดับ 4 ของโลก ด้วยระวางขับน้ำถึง 91 ล้านตัน 9% ของกองเดินเรือพาณิชย์โลกในระวางบรรทุกสินค้าสูงสุดนั้นมีเจ้าของหรือบริหารจัดการโดยหลายบริษัทในฮ่องกง และกว่า 700 บริษัทที่เกี่ยวข้องกับการเดินเรือในเมืองนี้ก็ยังให้บริการทางการเดินเรือ ซึ่งรวมถึงตัวแทนสายเรือและการบริหารจัดการ นายหน้าและเช่าเรือ ด้านการเงิน การประกันภัยทางทะเลและด้านพาณิชย์นาวี และการให้บริการด้านกฎหมายและข้อพิพาททางทะเลอีกด้วย”

Margaret Fong ประธานกรรมการของ HKTDC กล่าวว่าท่าเรือและท่าอากาศยานที่มีประสิทธิภาพและหลากหลายของฮ่องกงมีทำเลที่ตั้งเป็นยุทธศาสตร์ใจกลางของเอเชียตะวันออกนั้น ทำให้เมืองมีบทบาทสำคัญในด้านการค้าและการขนส่งของภูมิภาค

“สายโซ่อุปทานถือเป็นเส้นเลือดของฮ่องกง ซึ่งเป็นเมืองที่เชื่อมโยงตะวันออกเข้ากับตะวันตก เหนือกับใต้ เมืองซึ่งเชื่อมโยงธุรกิจทั่วโลกเข้ากับตลาดและเศรษฐกิจอันหลากหลายของจีนแผ่นดินใหญ่ผ่านมาทางเอเชีย” คุณฟง กล่าว

Dr Patrick Low รองประธานฝ่ายงานวิจัย สถาบัน Fung Global กล่าวว่า “การขับเคลื่อนการเปลี่ยนแปลง นำพาไปสู่การแข่งขันแบบใหม่ๆ” ซึ่งอภิปรายถึงการขนส่งสินค้าระหว่างประเทศ การบริหารจัดการห่วงโซ่อุปทานและอุตสาหกรรมการเดินเรือ

โดยมีผู้เข้าร่วมที่โดดเด่นอย่าง Dr Hubert Escaith หัวหน้าสถิติองค์การการค้าโลก Dr Henry Tan ประธานบริหาร Luen Thai Holdings Limited และ Dr Karen Reddington รองผู้อำนวยการภาคพื้นแปซิฟิกใต้ของ FedEx

การประชุม ALMC ในวันแรกมีการจัดโลจิสติกส์ฟอรั่มในหัวข้อ “ส่องเมืองจีน เผยความลับผู้ชนะและยุทธศาสตร์ด้านการขนส่ง” อีกสองฟอรั่มเรื่องการเดินเรือ “ส่องธุรกิจการค้าเรือบรรทุกน้ำมันและก๊าซ” และ “ส่องการขนส่งแบบประจำทางและบนบก” และอีกสองหัวข้อด้านการบริหารจัดการห่วงโซ่อุปทาน “หยัดยืนในแนวโน้มการบริโภคทั้งการค้าปลีกและตลาดเคลื่อนที่เร็ว” และ “สลับห่วงโซ่อุปทานที่หลากหลาย”

นอกจากนี้ยังจัดให้มีการสัมมนาหัวข้อด้านการบริหารจัดการห่วงโซ่อุปทาน คือ “การออกแบบห่วงโซ่อุปทานด้านแฟชั่น” อีกสองหัวข้ออภิปรายถึงความสำคัญของ “เส้นทางสายไหม” ที่เชื่อมเมืองจีน อินเดียและประเทศในเอเชียเข้าด้วยกัน และหัวข้อเรื่องการขนส่งทางทะเลมุ่งเน้นไปที่การพัฒนาข้อพิพาททางทะเลของเอเชียล่าสุด รวมถึงเปิดตัวศูนย์อนุญาโตตุลาการทางทะเลที่ฮ่องกงด้วย

การแสดงสินค้าอุตสาหกรรม

ALMC ถือเป็นนิทรรศการที่มีผู้เข้าร่วมกว่า 80 รายจากหลากหลายประเทศและภูมิภาคที่มาแสดงศักยภาพด้านโลจิสติก ด้านการขนส่งและการบริการที่เกี่ยวข้อง รวมทั้งการแก้ปัญหาด้านการบริหารจัดการ E-logistics ต่างๆ อีกด้วย

ผู้เข้าร่วมนิทรรศการมีทั้งบริษัทชิปปิ้ง ผู้ให้บริการตู้ขนสินค้า บริษัทโลจิสติกส์ บริษัทด้าน E-Logistics และท่าเรือรวมไปถึงที่ปรึกษาทางด้านกฏหมาย มีตัวแทนชั้นนำได้แก่ eBay Huawei Lenovo Procter&Gamble และ Under Armour

ในงานยังมีการเปิดโอกาสในการเชื่อมโยงเครือข่ายและพัฒนาโอกาสทางธุรกจิโดยการติดต่อธุรกิจแบบตัวต่อตัว

การประชุมเกิดจากความร่วมมือของสภาพัฒนาโลจิสติกส์แห่งฮ่องกง สภาอุตสาหกรรมทางทะเลแห่งฮ่องกงและการท่าของฮ่องกง ผู้สนับสนุนจาก 25 ภาคอุตสาหกรรมชั้นนำและที่ปรึกษาอันทรงเกียรติ

นอกจากงาน ALMC แล้ว สัปดาห์แห่งการขนส่งและการเดินเรือทำให้ผู้ประกอบการอุตสาหกรรมจากทั่วโลกได้พบปะและมีส่วนร่วมในการประชุม การแสดงสินค้าและกิจกรรมเครือข่ายที่ขยายในฮ่องกงตลอดเดือนพฤศจิกายนนี้ด้วย

เส้นทางสายไหม – หนทางเชื่อมต่อทวีปเอเชีย

โครงการ “One Belt One Road” มุ่งหวังที่จะเชื่อมเศรษฐกิจจากประเทศต่างๆ ในยุโรปกลางและทวีปแอฟริกาให้มาใกล้กันมากขึ้นและสร้างโอกาสให้แก่ผู้ให้บริการด้านโลจิสติกส์ รวมถึงนักลงทุนจากประเทศฮ่องกงและประเทศอื่นๆ ในเอเชีย

ประเทศจีนได้ริเริ่มโครงการถนนสายไหมในเอเชียนี้ เพื่อกระตุ้นความร่วมมือทางเศรษฐกิจ การค้าและภาคอุตสาหกรรมในแถบภูมิภาคเอเชีย นาย Zhou Li, editor in chief แห่งหนังสือพิมพ์ China Daily Asia Pacific กล่าว

การพัฒนาสาธารณูปโภคหลักๆ และระบบการสื่อสารจะช่วยให้ประเทศจีนเชื่อมโยงและเพิ่มการทำการค้ากับประเทศอื่นๆ มากยิ่งขึ้น และช่วยขยายตลาดให้แก่นักลงทุนชาวจีนอีกด้วย

กองทุนแห่งเส้นทางสายไหม

จากโครงการ “One Belt One Road” ประเทศจีนได้ส่งเสริมให้เกิดโครงการนี้ โดยการก่อตั้งกองทุนแห่งเส้นทางสายไหมและธนาคารเพื่อการลงทุนโครงสร้างพื้นฐานแห่งเอเชีย ประธานาธิบดี Xi ได้สนับสนุนแนวคิดของการเปิดพื้นที่เสรีทางการค้าในแถบภูมิภาคเอเชีย แปซิฟิค นาย Li Yao, CEO แห่งกองทุนแห่งความร่วมมือแห่งการลงทุนแห่งประเทศจีนและภูมิภาคอาเซียนกล่าว

นาย Li Yao เสริมว่า เรามุ่งเน้นเสริมสร้างเครือข่ายและโปรโมทความร่วมมือภาคอุตสาหกรรม และเชื่อมผลกำไรเข้ากับผลตอบแทนที่พึงมีต่อสังคมซึ่งเราเชื่อว่าเป็นสิ่งที่ต้องดำเนินการเพื่อเป็นส่วนหนึ่งในการร่วมพัฒนาประเทศกำลังพัฒนา เขาเสริมว่า เขาต้องการกระจายความร่ำรวยไปยังประเทศเพื่อนบ้าน

คุณ Vivian Lau กรรมการผู้จัดการ Hong Kong Air Cargo Industry Services Ltd. กล่าวว่าเส้นทางสายไหมจะเป็นเส้นทางที่นำมาซึ่งถนนหลากหลายเส้นทาง ท่าเรือ สนามบินและโอกาสอันมหาศาลแก่ผู้ดำเนินธุรกิจด้านโลจิสติกส์ในเอเชีย โดยเฉพาะในฮ่องกง

โอกาศอันมหาศาล

นาย Gordon Lam ผู้จัดการทั่วไปแห่ง Li & Fang Development ประจำภาคใต้ของประเทศจีน กล่าวว่า เส้นทางสายไหมจะนำมาซึ่งโอกาสแห่งธุรกิจอีก 10-15 ปี

ธุรกิจที่เกิดขึ้นตามเส้นทางสายไหมจะเป็นตลาดที่สำคัญมาก ไม่ใช่สำหรับฮ่องกงเท่านั้น แต่ยังทั้งแถบภูมิภาคเอเชีย เราจำเป็นต้องมาพิจารณาถึงวิถีทางที่จะก่อให้เกิดประโยชน์จากเส้นทางสายไหมนี้ ทำอย่างไรเราจึงจะพัฒนาความเชื่อมโยง ทั้งในแง่ของเงินทุน ข้อมูลและสินค้า นาย Lam กล่าวเพิ่มเติม

“สิ่งสำคัญคือ โครงสร้างพื้นฐานแถบนี้ยังไม่ค่อยเหมาะสม โดยเฉพาะในแถบภูมิภาคเอเชียกลางและเอเชียตอนใต้ มาตรฐานด้านโลจิสติกส์ก็เป็นหนึ่งในปัญหา ซึ่งต้องได้รับการพัฒนาและสนับสนุนจากรัฐบาลหลายๆ ประเทศ” นาย Lam กล่าวทิ้งท้าย

Hong Kong’s Role as a Regional Shipping Hub Highlighted

The fourth Asian Logistics and Maritime Conference (ALMC) opened today

at the Hong Kong Convention and Exhibition Centre with more than 1,600 business leaders from

over 30 countries and regions taking part. The two-day ALMC will hear from more than 50

distinguished speakers about the challenges and opportunities facing the logistics and maritime

sectors.

Jointly organised by the Hong Kong Trade Development Council (HKTDC) and the Hong Kong

SAR Government, ALMC is the largest event of its kind in Asia, highlighting Hong Kong’s position

as a logistics and shipping hub in the region.

During this morning’s Opening Ceremony, Hong Kong SAR Chief Executive CY Leung spoke

about the important role that Hong Kong’s shipping industry plays in China’s overall development.

“China’s 12th Five-Year Plan expressly supports Hong Kong position as an international maritime centre,” Mr Leung said. “Hong Kong’s port remains one of the world’s busiest, and the Hong Kong Shipping Register is the world’s fourth-largest, its gross tonnage at 91 million. Hong Kong companies own or manage 9 per cent of the world’s merchant fleet in deadweight tonnage. And this city’s 700 shipping-related companies offer a flotilla of maritime services, including ship agency and management, broking and chartering, finance, marine insurance, and maritime legal and arbitration services.”

Margaret Fong, Executive Director of the HKTDC, said Hong Kong’s efficient and reliable air and

sea ports, combined with a strategic location in the heart of East Asia, made the city a key player

in regional trade and logistics.

“Supply chains are the lifeblood of Hong Kong; a city that connects East and West, North and

South; a city that links global businesses with the vast Chinese mainland market and economies

throughout Asia,” Ms Fong said.

Conference Call

Dr Patrick Low, Vice President of Research, Fung Global Institute, chaired the opening Plenary

Session today entitled “Drivers of Change: Navigating the New Competitive Landscape”. The

session discussed issues affecting the global logistics, supply-chain management and maritime

industries. It featured such distinguished speakers as Dr Hubert Escaith, Chief Statistician of the

World Trade Organization, Dr Henry Tan, Chief Executive Officer of Luen Thai Holdings Limited

and Dr Karen Reddington, Regional Vice President, FedEx Express, South Pacific.

The first day of ALMC also included; a logistics forum entitled “Close-up on China: Unlocking the

Secrets of a Winning Distribution and Logistics Strategy”, two maritime forums under the themes

of “Outlook for Tanker and Gas Trades” and “Outlook for Liner and Dry Bulk Shipping”, and two

supply-chain management forums, “Staying Ahead of Consumer Trends in Retail and FMCG” and

“Switching on a Vibrant Electronics Supply Chain”.

Tomorrow’s events include a supply-chain management forum on “Redesigning the Fashion

Supply Chain”, two sessions discussing the strategic importance of the “New Silk Road” linking

China, India and other Asian countries, and two maritime forums that focus on the latest

developments in Asia for maritime arbitration, including the inauguration of the China Maritime

Arbitration Commission Hong Kong Office.

Industry Showcase

For the second year in a row, ALMC features an exhibition with some 80 exhibitors from about a

dozen countries and regions showcasing their logistics, shipping and related services as well as elogistics

solutions. The exhibitors include shipping companies, container terminals, logistics firms,

e-logistics enterprises and port authorities as well as legal consultancies. Among the global

brands represented at the ALMC are eBay, Huawei, Lenovo, Procter & Gamble and Under

Armour.

Close to 100 one-on-one business-matching sessions are arranged during ALMC to give

Participants the chance to network and develop new business opportunities.

The conference is held in association with the Hong Kong Logistics Development Council, the

Hong Kong Maritime Industry Council and the Hong Kong Port Development Council, and supported by 25 industry leaders as honorary advisors.

Beyond ALMC, the Logistics and Maritime Weeks, enables industry players from around the world

to converge and participate in an expansive range of meetings, exhibitions and networking

activities in Hong Kong throughout November.

New Silk Road — the great Asia connect

China’s “One Belt, One Road” initiative aims to bring economies from central Europe to Africa closer and create an once-in-a-decade opportunity for the logistics sector as well as traders in Hong Kong and the rest of Asia, a group of panelists told a China Daily Roundtable in Hong Kong.

“China has taken the initiative in launching the new Silk Road for Asia to boost economic, commercial and industrial cooperation and build the connectivity among Asian governments. We can bring more muscle to the development of the new Silk Road economic belt,” said Zhou Li, publisher and editor-in-chief of China

Daily Asia Pacific.

“The construction of key infrastructure projects, as well as improvement in Asia’s telecom system, would help China enhance its trade ties with neighboring countries and encourage overseas expansion

of Chinese companies to tap markets in the region,”

Silk Road Fund

“Following the ‘One Belt,One Road’ initiative, China has provided a lot of support to drive development in the region, including the Silk Road Fund and the Asia Infrastructure Investment Bank. President Xi has also been promoting the idea of a free trade area for the Asia-Pacifi c,” said Li Yao, chief executive officer of China-ASEAN Investment Cooperation Fund (CAF).

“We focus on building connectivity and enhancing industrial cooperation. More importantly, we strive to bring together commercial returns and social impact, which we believe is a ‘must-do’ task for any force in the business community which wants to make a real contribution to developing countries,” Li Yao added.

Vivien Lau, managing director of Hong Kong Air Cargo Industry Services Ltd, said: “The new Silk Road aims to create more roads, ports and airports, and offer vast opportunities for the logistics sector

in Asia, especially Hong Kong.”

Major opportunity

“The new Silk Road presents a major opportunity for at least the next 10 to 15 years,” said Gordon Lam, chief representative and general manager for southern China at Li & Fung Development (China) Ltd.

“What’s more, infrastructure is not adequate, particularly in central and South Asia. Logistics standardization is among the core of all the challenges. For example, across countries, the types of existing rails could be different. For both maritime and land connectivity, we need to solve the technical problems fi rst. That, of course, demands policy support from various governments,” he added
